As an aside I just realized the Samuel had opened a related issue
against speech dispatcher:

I am sorry to insist and feel shameful to request a fix and not being
able to provide one, but that's the situation.

I have nothing against naming the new field in the Voices tab of the
GUI "languages". It could go between the combo boxes labeled 
"Speech synthesizer"
and
"Person"
