Actually I get a French voice, maybe just because LANG is set to
fr_FR.utf8?
I make this assumption because in the Person combo box in Orca settings
I see: voix par défaut   pico(fr)

Not an issue, as I assume that users having set a French locale expect a
French voice by default, just a bit puzled by your comment :
/* Try to fallback to english */
