I let Samuel judges if it should be reported against Orca or Speech Dispatcher.

IMO, It shouldn't be possible to have a silent voice in this case.

and that makes pico happy.

Should I file an issue with speech-dispatcher or orca?

As an aside, in Slint the danger is not so big as the user can still
have speech in console mode ;)
...And anyway pico is not yet officially provided in Slint.
