No, it's a conflict between speakup and Orca. You should disable speakup at startup to avoid this issue.

This works here (TM):
espeakup runs (started by root before login), relying on espeak which uses portaudio
orca is started at the user level by ~/.config/autostart/startorca.desktop in graphical environments, relying
on speech-dispatcher that uses alsa as audio method
If used, lightdm speaks with orca
If used, gdm2 speaks with orca
Users can switch between console mode and graphical mode with speech in both environments
What are the differences?
