Yes geany is accessible.
Alt+F brings up the File entry menu (the left most one here) , from where you navigate with the arrow keys.
The plugins manager is under Tools, the preferences and plugin preferences under Edit.
A detailed help is available online typing F1, the Help entry menu also includes the keyboard shortcuts.
In Slint so far we ship geany 1.31 and associated plugins in two packages.
All source tarballs are in http://download.geany.org/
The most recent release at time of writing is 1.32 as noted in:
http://download.geany.org/LATEST-IS-1.32
The "git tarballs of the day", are:
http://download.geany.org/geany_git.tar.gz
http://download.geany.org/geany_plugins_git.tar.gz
You find the date they are built in:
http://download.geany.org/README.txt
Geany and plugins are silmple to build, nothing fancy.

My personal approach is less than optimal, which is how this question
came forward at this time. I'm personally a died in the wool vim user,
but it can be difficult to understand and properly edit content in the
midst of markup tags, even in a markdown environment. Perhaps there are
vim tricks I could be better at? I'm aware that emacspeak actually
offers some advantages here--but is that the current best practice?

little testing, but preliminary tests indicate it is accessible to Orca. I was able to write in what
appeared to be a text editor, and I gained easy access to its menus in a manner consistent with other
application menus. It's possible that some old versions didn't work, but the version I show as having been
built in January of this year is working for me with orca from git, so it should work with 3.26 as well.
