[orca-list] When pressing shortcuts outside of Orca, Orca announces the context again

Hello all,

Environment:
- GNOME Zoom Magnifier 3.26.2 on Debian Sid
- Compiz EZoom module on Debian 8.10 Jessie

Steps to reproduce (on GNOME3):
1) Go to the zoom preference from the GNOME Control Center
2) Enable the zoom
3) Zoom in with alt+win+=

Result: Orca announces the context again despite I don't change of window.
Expect result: Orca should stay silent.

I've gave you just a example but it is the same with all keyboard 
shortcuts outside from Orca.
