I advise people to choose Debian because it's the only mainstream distribution which has a dedicated team to improve accessibility. The installer is fully accessible with high contrast theme, braille or speech output. if you install Debian with assistive technologies enabled, your desktop environment will be configured to talk at first start, you don't need sighted help. For the desktop environment, I use Mate for its stability, simplicity, flexibility and of course accessibility.
