Alt attribute is used to provide text content for non textual objects such as graphics. For labeling interactive controls there is a label element with appropriate for attribute and correct labelled-by property on an input element.
For giving definite answer to your question I'd like to see an example or a real form on the web.

Orca seems to ignore alt text for fields on a web form. Is that deliberate? Isn't that still the preferred way to have a screen reader describe a data entry field when a user tabs into it?
