Are the alt tags positioned correctly on the form? If the orientation
of those tags are wrong you will have no speech on many different screen
readers not just orca. I found this out when I used to work for the
Navy.

Orca seems to ignore alt text for fields on a web form. Is that deliberate?
Isn't that still the preferred way to have a screen reader describe a data
entry field when a user tabs into it?
