unpack, enter the tree and
make with:

./autogen.sh --prefix=/usr --sysconfdir=/etc --localstatedir=/var

install with
sudo make install

And don't forget to get the dependencies.
On Ubuntu or it is sudo apt-get build-dep gnome-orca and on Debian su to root and use the same command without sudo.
