to upgrade all current packages on your system use the folowing apt command:
sudo apt-get update
package lists are upgraded.
to upgrade the packages not the package lists issue the folowing command:
sudo apt-get dist-upgrade
to upgrade a single package issue the folowing command:
sudo apt-get install package name
your case,
sudo apt-get install gnome-orca

orca 3.26:
https://git.gnome.org/browse/orca/snapshot/ORCA_3_26_0.tar.xz
unpack, enter the tree and
make with:
|./autogen.sh --prefix=/usr --sysconfdir=/etc --localstatedir=/var|
install with
sudo make install

Then I have no clue, sorry, as I don't know how to upgrade a
package shipped in Ubuntu.
