These steps won't update Orca for you since the Orca package
for Ubuntu 16.04 caps out at Orca 3.18.2. There used to be an
accessibility PPA that could get you updates to Orca, but that
PPA no longer exists since the maintainer no longer runs Ubuntu.

You should upgrade your Ubuntu by
sudo apt-get upgrade
But if you want to update just Orca, you have to open terminal
by
ctrl+alt+t, than write
sudo apt-get install orca
