Right now the best Orca for 16.04 is orca 3.20.3 which you can download from the gnome source page.
I might as well post the tarball if some one needs it.
I have been using it for ages now and I am totally satisfied with it.

You should upgrade your Ubuntu by
sudo apt-get upgrade
But if you want to update just Orca, you have to open terminal by
ctrl+alt+t, than write
sudo apt-get install orca
