always an option is to install it from source:

source tree:
https://git.gnome.org/browse/orca/

orca 3.26:
https://git.gnome.org/browse/orca/snapshot/ORCA_3_26_0.tar.xz

unpack, enter the tree and
make with:
./autogen.sh --prefix=/usr --sysconfdir=/etc --localstatedir=/var

install with
sudo make install

Then I have no clue, sorry, as I don't know how to upgrade a package shipped in Ubuntu.
