Just add a call to speech-dispatcher :
sudo vi /etc/chromium.d/default-flags
Add those lines at the end of file:

# Enable speech-dispatcher
export CHROMIUM_FLAGS="$CHROMIUM_FLAGS --enable-speech-synthesis 
--enable-speech-dispatcher"
