Yeah, the applets are built by default as foreign applications embedded
into the panel (using GtkSocket/GtkPlug), and the accessible part of
this bridging isn't implemented. I imagine that implementing it through
AtkSocket and AtkPlug would work, it would "just" have to be done.
However, I'm not sure if MATE will keep applets as separate process for
the long term as their current technology won't work under e.g. Wayland,
so if they have plans towards that they'll have to change something
fundamentally here. But this would have to be discussed with them I guess.
