MATE is the closest from Windows. Hence we use it.

How can I get the best results out of orca with regards to speech

wine? And if so, are there step-by-step instructions anywhere to do this?

No. Mbrola is the better free (not-paid) speech. We're bkout releasing a
new speech synth for Linux, not-free as well, but it's the only quality
we have.

Test Svox Pico as well (free not paid).

Answers to these, or any general advice about Linux for blind users,
would be hugely appreciated.

Hope default Orca bindings will be fine for your user.
