you're talking about is a busy indicator whose value doesn't change.
That said, if you pull master and put the following lines in your
orca-customizations.py:

import orca.settings
orca.settings.ignoreStatusBarProgressBars = False

Then if the progress bar in question is really a progress bar with value
changes (which it notifies Orca of), and if it is present long enough to
be presentable, then it should be presented.
