I don't think what you have found is a bug. I think what you have found
is behavior you don't like.
Not all objects have a customized detailed where am I. For those that do
not, a generic default kicks in. This happens to be the case for menus.
So In your first test case:
I was maybe not also clear as I would.
1) Open Pidgin or Thunderbird or Gnome Terminal (maybe every apps)
2) Press F10
You land on a menu.
3) Do orca+enter, it reads detailed description
It reads the basic where am I information.
4) Do orca+enter (2 time) for detailled "where am I" , it reads short
description
It reads the default/generic detailed where am I information because you
are on a menu and there is no detailed where am I information for menus.
Maybe I fail but as I know the detailed information should be longer
than the short, isn't it ? In my test case the short "where am I" is
longer than the "detailed".
4) On the same line, press Orca+enter (2 times) for detailed "where am
I", Orca stays silent
When there is no page summary, Orca is silent (rather than says "page
has:" followed by nothing.
In my test case, you should :
1) Open Thunderbird
2) Write an empty mail (press ctrl+n and press F6 two times to go in
message body)
3) write one or two letters
4) Do orca+enter (2 times), orca should be silent
