Festival, unlike other speech synthesizers, works in a client-server model. In order to use Festival with 
Speech Dispatcher, and by extension Orca, you need to start festival in server mode first. Running festival 
--server in a terminal can do this. Then once Speech Dispatcher is launched, the Festival driver should load, 
and Orca can use it. You will likely need to restart Speech Dispatcher so you can use festival, since Orca's 
use of Speech Dispatcher automatically loads the Speech Dispatcher service.

Work needs to be done to Speech Dispatcher to launch the Festival server so that festival can be used. For 
now though, you will need to do the above to use festival.
