Hmmm, right. Do you know any other linux PDF reader which have things like headers and lists exposed to Orca as such?

Looking at the document with Accerciser, headings are not exposed as
headings; they are just part of the text. I also confirmed this by
creating a quick tagged PDF via LibreOffice. So this is not an Orca bug.
It appears to be part of the work remaining to be done in Evince.
