So for emacs, I personally use melpa
Read this :
http://melpa.org/#/getting-started

once that is setup you can easily install any package.

and then in emacs meta-x package-list-packages

you will find this package :
  speechd-el         20141025.912 available  melpa      Client to
speech synthesizers and Braille displays.

use 'i' to mark it for install and 'x' to execute the install
