[orca-list] question: Should orca ignore blank windows?

The subject is a bit vague, so I'll try to explain. During my usage of
gnome, I see a lot of instances where orca will say "window" before
announcing something. This happens most often  when alt tabbing, in
the alt tab switcher, but usually also happens once you switch
applications. I'll hear, for example, "window. Seamonkey frame." This
is nearly constant, but sometimes doesn't happen. This also happens
when gnome keyring pops up a password entry prompt to unlock a
keyring, or when policy kit prompts up an authentication dialog. I'll
hear "window. Please enter the password to unlock ..."  or "window.
authentication required authentication is required to ..." My question
is, should orca ignore these ... what sound like, bogus focus events?
I'm no expert, so I'm just hazzarding a guess. Or is this a gnome
problem that needs to be fixed? I wouldn't even mention it but after
using orca for a while, usually on a system that has been up for a
while, orca will begin to report more and more "window" events, until
nautilus is killed and restarted. Then they'll go away for a bit, then
come back.  The only caveat I can see, is that if orca did this, the
user would have no way of knowing when they were in the dash, because
orca simply reports "window" when the dash is open. This is an open
bug against gnome shell, if I remember, but hasn't been fixed yet.
This is not a complaint, just something that's a bit puzzling. I'm not
sure what to do. Thoughts? What does everyone else think?
