It seems to me that Orca is simply reporting an open window as a window.
I think the thing that somewhat bothers me more is the fact that window
events aren't being reported in the beginning, but start being reported
later, although I don't see that here, or at least it didn't catch my
attention.
Yes, the activities or overview window in gnome-shell should be reported
as something other than just window, but at least it is getting reported
as something, which is always better than nothing. Overview window,
activities window or something similar would probably be better, but
I'll take window for now, as I usually know what I did to pop it up. The
thing is if ignoring window events would make that go away, we would
indeed get no report of any kind when popping up that window. Hope this
helps a little.
