Hi,
One thing I have a problem with is that orca does not tell you that you are im the menus. If you arrow around
you will here orca speak top panel and read the items just fine. A bug perhaps?

A couple of the applets are interesting, one of the menus ones does not allow arrow navigation out of it,
so you must tab out, but you should not need
this applet at all, just use the menu short cut key to open menus. Sometimes this will not open as desired,
but opening any app can often resolve this,
and it may not be a frequent issue on your system anyway.
Remember that some applets require control f1 to show labels to orca, and this does not stick when you
leave the panel and come back in later.
Organizing things to all be on a single panel should be the first step taken after installing mate, or
after starting orca on distros that come with
mate preinstalled if the machine will be used with Orca.

The panel for network settings is located on the main menu bar (on top),
around the upper right corner. This is the applet for network-manager.
It is one of the a11y problems in mate, you should be able to access
this by pressing ctrl-alt-tab several times, but the result of this is
a little random or hard to guess, and the result might not be spoken
via orca as well.
We plan on having people look at this soon.
