The panel for network settings is located on the main menu bar (on top), around the upper right corner. This is the applet for network-manager. It is one of the a11y problems in mate, you should be able to access this by pressing ctrl-alt-tab several times, but the result of this is a little random or hard to guess, and the result might not be spoken via orca as well.
