I think you mean "disabled" rather than turned off. That doesn't mean
they're turned off. For some reason I've yet to figure out, orca
usually says disabled when trying to go through the list of keyboard
shortcuts. This might be an orca issue joanie might want to look into,
but I'm not sure if it's an orca issue or something with gtk. Gnome
does this as well so it's clearly not something unity specific. This
doesn't help your situation much, but just letting you know the
keyboard shortcuts are not all disabled. If they were you wouldn't be
able to close windows, open up the dash, etc. Some of them are
probably disabled but until this issue, whatever it is, is fixed it'll
be hard to tell which are and which are not.
