Excellent. That's progress.

Orca sound is delivered via speech-dispatcher. Check that your
/etc/speech-dispatcher/speechd.conf is correctly configured.

In my case I had to make two specific changes to the defaults in this
file:

AudioOutputMethod "alsa"
AudioALSADevice "plughw:4,0"


Your mileage may vary.
