In Nautilus when you click the toolbar buttons on the main window e.g.
View menu, Action menu and similar coresponding controls appear in a popover. You can navigate using tab and shift+tab over the controls. Pressing spacebar changes state of checkboxes and / or selects radio buttons however orca only sees initial state I'm afraid.
You can close the popover by pressing esc key.

This sounds like a bug. And it's a pity no one has reported it earlier. I am using nautilus verry sporadically it's why I have only understood it now as you have brought it up.

Moving between awailable radio buttons (or the new style menu item widgets, I don't no this widgets really radiobutton widgets or not), and try checking any widgets with checked state only the keyboard. If this issue a Nautilus or GTK3 issue, the 3.18 series development version already fixed this issue?
