If I had to guess, he's referring to the behavior orca used to have
about wrapping  back up to the top or bottom once you reached either
end of the page. As far as I know that only happened with searches, or
if you pressed a structural nav key for a button, form field, link,
etc and it couldn't find any more of that element, it would wrap so it
can search from the other direction.
