Seems that you installed orca in the /usr directory as root, correct?
I am wondering if there are old files in the directory where the new
version of orca was installed.
One possibility is that the new version of orca is using files that were
present in orca 3.12 and were removed in orca 3.13. Seems that the
installation process does not take care of this situation.
Can you rebuild and install orca in a clean directory and run orca from
this directory to check if the problem persists?

In my machine it is present in the following directory:
/data/software/orca3/arch2/share/orca/ui
I have orca installed in /data/software/orca3/arch2/
How did you install orca?
Using a package or compiling directly?

But the version is 3.13-pre which is latest git as of a couple of days

this case the orca key is capslock.
