The pitch range-related modifications I made turned out to be
unnecessary; the git version of Espeakup already supports it through
the soft/freq value. A modification of the actual git sourcecode
(rather than the older Archlinux source which I was using) is now
under the rate branch and just makes the rate multiplier and offset
configurable from the command line.
