[orca-list] espeakup rate/range fork

I didn't know where to post this, since the Speakup mailing list is
seemingly dead and the Espeakup project has been inactive for three
years.

I tinkered around with the Espeakup sourcecode and added support and
command line options for changing the rate multiplier (-m) and rate
offset (-o), since Espeak's rate is no longer capped at 390, and pitch
range (-r), AKA inflection in NVDA. None of these are supported
directly from within Speakup itself, so they need to be set when the
espeakup daemon is spawned (I.E in the espeakup.service file if you're
using systemd). I'm currently running it at 100% pitch range and 800
rate without a hitch.

The fork is at http://github.com/ringulreith/espeakup

I'd really appreciate any feedback, and I hope this will be useful to
other speakup users.
