Hello,
I'm running Sabayon Linux, which is based on Sabayon Testing.
According to http://www.gentoo.org/proj/en/desktop/accessibility/
speakup should be included on the CD.
You can find the responsible persons on the page.
Then there's an IRC Channel named #gentoo-accessibility on freenode
which you can join and ask there.
