MATE is quite a bit more usable now. As of version 1.8.1 of
mate-control-center and mate-session-manager, you only need to run

gsettings org.mate.interface accessibility true

from the command line. Then you can start or restart MATE and run orca
using the run window. These packages are available in Arch and several
other distros, but I'm not sure if Mint has them yet.
