Not only do the qt applets not announce, but than hang-on to focus not allowing further nav in the panel. 
Same thing 
happened in gnome2 with skype, probably did not have any other qt applet then. I know it still does this with 
skype, and 
seem to remember the same thing, with Teamtalk. It may not have kept focus from moving throught the panel, 
but think that 
was the case. Will retest  after work.

another strange note,  qt applets in mate pannel don't announce with orca, but this could be applet 
specific, and not a 
problem with qt in general
