Right now it's a command. WhereAmI will, in addition to other things,
pass along what the browser exposes to ATs as the object's accessible
description. I need to look into why it's not in this particular case.
Having it as a command, rather than a setting, is intended to prevent
users from being bombarded by stuff on poorly-authored pages while at
the same time making it possible to easily and immediately ask for the
information.
