However, because authors write badly, and because it should
be possible to retrieve this info from the browser... isn't there
a setting in Orca for this? Too many *do* put important information
in title attributes, especially if they're using some kind of
CMS that automatically adds stupid stuff to image alts.

Correct. The HTML 5 specification says that the text of the TITLE attribute is
often revealed as a tool tip, requiring a pointing device such as a mouse to
be used. For this reason, the spec advises against the use of TITLE
attributes as you noted above.
