Dear Kyle,

Orca doesn't specifically speak time information when selecting parts of
a track, but it is easy enough to know where you are by pressing space
to start playback at the editing cursor. Then you need only to press
space to stop playback and return to the editing cursor position and
then press shift right arrow to select to the right, shift left arrow to
select to the left, control shift left arrow to deselect from the right
or control shift right arrow to deselect from the left.
But how to get back to the editing cursor position?
Effects operate
only on the selected part of the track, or the entire track if nothing
is selected. Copy/cut/paste functions work as expected, and undo and
redo are available if you make a mistake. Also, control 1-3 will adjust
your granularity or reset it to the default. Granularity adjustments are
not spoken, but if you get into trouble, just use control 2 to reset it.
What is granularity?
Happy hacking.
Krishnakant.
