My Orca problem even happens with xfce4.

To resolve it, I installed the 'speech-dispatcher' package.

So, I tested with xfce4, and no sound.
I will test with other desktop environment.

1.  put your answers near the top instead of at the bottom of your e-mails
so we can find them more easily without too much scrolling.  
2.  Debug outputs are best sent to the list in attachments so people who
can't make sense of them don't have pages and pages of error code to scroll

I hope someone can give you a specific reason for why Orca isn't working.
For me, the bottom line answer is that you don't have all the infrastructure
in place that it needs to do its job in a minimalist wm-based system.
