Have you tried Festival? They might have a Dutch voice. Too bad you can't
get Nuance in Linux. They have two or three Flemish voices and another 2 or
3 Nedelans ones.
Too bad about Mbrola though.

It is a pity for not to have another Dutch voice than espeak. For me the
Dutch voice of espeak is OK. So I am very happy with Orca and espeak.

Hi Milton,
As far as I know you can not change the rate, pitch, and volume of the
MBrola voices. I had this same problem when i tried getting them
working with Orca a while back, and never could find a way to change
the rate, pitch, and volume so gave up on those voices.

I only uncommand the line I mentioned. But If I cannot adjust the
volume, pitchrate and speed it is of no use to me.
