It's confusing under the best of circumstances but the worst example is 
the quote versus apostrophe thing. Orca says the word quote for two 
different characters. Typing an apostrophe says the word quote and 
backspacing over a double quote also says the word quote. That is the 
most problematic issue but just having two different words spoken for 
characters like the comment character, hash or number, is confusing 
enough.

Suppose you are writing an error message and you want to put apostrophes 
around a  file name. For example, "Cannot open 'filename'". On that line 
of code, there is the character sequence apostrophe double-quote. If you 
type those two characters, and then immediately bacspace over them, orca 
will say quote quotes quote apostrophe.

Considering we just had a long thread  about the inconsistency of 
checkbox checked versus selected radio button, I would say that as 
inconsistencies go, this is a big one.
