It is easier if you install gnome-tweak-tool.

sudo apt-get install gnome-tweak-tool.


Then open the shell and search advance settings and you can set up shortcuts on the desktop from there.

add-apt-repository -y ppa:gnome3-team/gnome3
apt-get update
apt-get install gnome

Ubuntu 13.04 does not have full 3.8.
If you want to test the features of 3.8, try a different distro that uses it. Here are my recommendations :
Arch Gnu/Linux(gnome is 3.8 by default)
Debian Gnu/Linux (unstable/upgrade Gnome to experimental)
Fedora Gnu/Linux (might still have 3.6?)
perhaps others as well...
