It is for me. I'm using 4.0.2.2 and Orca 3.8.

When alt + f10 is pushed, the menus are announced when left or right 
arrows are pressed.

When I press Alt + F10 the window becomes maximized or unmaximized (I use

But when a dropdown is attempted using a down arrow, just the first 
option is announced and the menu just goes away.

When I get into the menus using F10 and then down arrow, the menu does not
go away (unless I press Enter or Escape, of course) and Orca presents
things.

Is this an Orca issue or Office issue?

Dunno since I cannot reproduce it.

not to mention that alt + f or alt + e does not open file or edit 
respectively and this applies to all the rest of menus.

Alt+F, Alt+E, and the rest work for me as expected.
