It is for me. I'm using 4.0.2.2 and Orca 3.8.

When I press Alt + F10 the window becomes maximized or unmaximized (I
use Fedora).

When I get into the menus using F10 and then down arrow, the menu does
not go away (unless I press Enter or Escape, of course) and Orca
presents things.

Dunno since I cannot reproduce it.

Alt+F, Alt+E, and the rest work for me as expected.
