I also was hoping for 3.6, but I believe this version is based on Ubuntu12.04.2, which ships with GNOME 3.4.2. As for accessibility, 3.4.2doesn't have all the accessibility features of 3.6, but it is quiteusable as it is. It also helps that this release is based on an UbuntuLTS release. This gives an extra bit of stability for those who needpackages that are more widely tested.
