Hy Chris,

Yes, this is the simplest solution I think if other languages want 
hearing all punctuation levels the left and right angle brackets, 
depending future my fix will be committed or not.
You have account in l10n.gnome.org? If yes, you feel free to replace 
this characters in msgstr fields the po/de.po file with Orca master 
branch source tree and upload the new translation with Orca module the 
master age. Before you uploading the new translation, verify the de.po 
file with msgfmt --statistics de.po command.
A german translator coordinator will be commit you doed translation with 
master and gnome-3-6 branches after revieving.
