Hy,

I opened Chris problem related a bugreport, and attached a possible fix 
solution.

My patch I set the described two characters punctuation spokening level 
with LEVEL_MOST mode. I hear Chris wrote characters if I setting in Orca 
preferences dialog the punctuation mode with all.
I tried use LEVEL_SOME mode, but unfortunately nothing changing. This 
problem is related an another oldest time opened bug, link is following:
