That bug certainly seems to describe the problem.

What I don't understand is; how come we can still read messages using 
Orca's say all and we can read messages a character at a time with the 
left and right arrows? It's just reading by line and by word which isn't 
working.

And why does making Orca reload its preferences suddenly make the 
message readable with the up and down arrow keys?

Also, people are reporting different behaviours depending on whether 
they're using classic gnome panel, gnome-shell or unity.
