I actually had a problem with the same install a couple days ago. The
voxin installer asked me what the path to the repository was, then the
version name. I typed in oneiric, and the install went seemingly well.
I still could not get the voice to work, so I just installed the
speech-dispatcher-ibmtts package from the packages/ubuntu.1104 folder
inside the directory where you unzipped voxin. If you have any

tends to mean that debootstrap doesn't know how to do an install for

Actually, looking at this problem a little more closely, the voxin install script is passing the incorrect
information to debootstrap. Why it even needs to run debootstrap in the first place is beyond me, and seems
rather stupid, since debootstrap is only ever needed to set up the first stages of an installed system.
In short, voxin install is passing 11.10 to debootstrap, instead of oneiric.
