I can't prove this for sure, but I think if the text is inside a link,
capitalization will not be indicated because links have their own
speech options too so in that case, those options take precidence.

Hi, everyone over here, my name is Doug Smith and I have been a
loyal orca user for the last several years.
However, I do like to use the command line as well.  What I am
writing about is a really funny thing that
has happened to orca and it has not been fixed.

I think the last version of orca which was able to raise the pitch
in espeak and identify capital letters
was the one in ubuntu hardy or intrepid, I am not sure.  Since
then, orca does not raise the speech in
reference to capital letters.  How do I fix this?
